Background

The SBDC was established as a Commercial Statutory Organisation (CSO) through the SBDC Act of 1990. Mandated by this Act, it became operational in 1992 to assist Papua New Guineans start and improve small-scale businesses for employment creation and to improve the standard of living in the country.

The SBDC is a government statutory authority under the Department of Trade and Industry. Its main aim is to promote small and medium enterprise to enable indigenous Papua New Guineans to be self-sufficient, thus improving their standard of living and contributing to the development of the country.

The primary and legal function of SBDC as specified under the Act is to provide, either by itself or through partnership arrangements with appropriate government or private sector organizations, an advisory, training, management and administrative support services for the development and expansion of small business in the country.

SBDC is one of the four Commercial Statutory Authority (CSA) mandated with specific tasks, just like her sister organizations under the Ministry of Commerce and Industry to work in partnership and assist private sector growth through the provision of business support services in the country.

The other three CSA's are Investment Promotion Authority (IPA), Industrial Centre Development Corporation (ICDC), National Institute of Standards and Industrial Technology (NISIT) and Cooperative Societies of PNG.

The vision of SBDC is "To create a vibrant and resilient SME’s that will enhance PNG’s competitiveness and economic growth".

Mission

The mission of SBDC is "To lift domestic production and investment in the country by promotion of best practices with the view to stimulating smarter successful small businesses by 2030".
